From our 20+ years of experience as the backbone of our state association network, we have learned that a state association of nonprofits needs the initial and ongoing leadership, commitment, and financial support of charitable nonprofits and grantmakers in its own state to flourish. You may want to look to state associations in neighboring states that can provide insights on the process and challenges involved.
The IRS maintains a list called the Exempt Organizations Business Master File. The BMF is free to download and is separated into large Excel files for each state (sometimes multiple files, depending on how many nonprofits are in that state).
